Public buildings need to have a higher standard for safety measures because of the number of people that use it.  One of the safety measures is the fire rating.  Each building should have a lengthy list of fire rating solutions to make sure that if the building was in a fire, the people inside the building would be able to get out.  Some of the solutions include, but are not limited to, using fire proof paint on building materials and steel beams within the structure, firewalls and concrete encasements.  By using these methods and solutions, you could add more time in which the building would be safe from the fire.
